In the interest of full disclosure, let it be known that the author of this article is married to the Mayor.
It was a time of transition at Monday (March 1) night’s Board of Trustees (BOT) meeting; Interim Administrator Karen Cumbo’s last meeting, and new Town Administrator Victoria Simonsen’s first. The evening began at 6:30 p.m. with a one-hour joint workshop with the Planning and Community Development Commission (PCDC) to do some “word smithing” on the final draft of the Comprehensive Plan Update for next week’s (Monday, March 8) public hearing at the PCDC meeting. As these “word smithing” events sometimes do, the workshop ran a little long, and the actual BOT meeting didn’t get started until nearly 7:50 p.m. (about 20 minutes late).
It was a relatively light agenda, without much drama or controversy, and things moved apace. The Trustees approved the first reading of an ordinance to amend a lease agreement between the Town and High Octane (Red Hill Motorcycle Werx) and a resolution between the Town and CDOT for incidental use of the sidewalk right of way on Main Street. They also heard a 2009 year end revenue report from Financial Officer Janis Saeger indicating that because of better than expected numbers for December of 2009, the overall sales tax revenue for last year was only down by 17.6 percent instead of the 21 to 23 percent they had been running; once again proving the new adage, less down is the new up.
The Board also considered what steps to take regarding the impending end of the temporary (runs out April 9) moratorium on issuing new business licenses for medical marijuana dispensaries. There didn’t seem to be much support for extending the present moratorium (Trustees Brian Donnell, Peter Baumgartner, and Juli Waugh flat out stated that they would not vote in favor of an extension); everyone seemed to feel that it was a zoning issue, so the Staff was directed to work with the PCDC to come up with some appropriate zoning measures.
The consent agenda containing the Feb. 16 BOT meeting minutes, an engagement letter for performance of the 2009 financial audit, the Feb. 2010 accounts payable, and the approval of a youth specialist contract for services with Boulder County Public Health, was approved after a short discussion. Perhaps the Trustee were “talked out” from their pre-meeting workshop, or perhaps they were attempting to lull new Administrator Simonsen into thinking she will be getting out of BOT meetings before 10 p.m., but the meeting was adjourned shortly after 9 p.m., and everyone enjoyed a little cake as they said “good-bye and thank-you” to Karen Cumbo, and “welcome” to Victoria Simonsen.
